Municipal Economic Unions as a Tool to Promote Local Economic Development
What are Economic Unions?

Economic Unions of Ukraine are a new model of inter-municipal cooperation that brings together at least three adjacent communities to create a competitive, balanced economy at the regional level.

 

Communities that sign an agreement on the establishment of an economic union:

Develop joint projects

Optimize the use of local resources

Become more attractive to foreign investors

Gain access to a wider range of partnerships, grants, and opportunities

This is not just cooperation – it is the formation of a strong regional ecosystem capable of ensuring sustainable development and the well-being of citizens.

Who is behind the creation of Economic Unions?
Economy of Trust Ukraine

An American company registered in Delaware, EoTU Inc. is the initiator and driving force behind the Economic Unions program. The company implements large-scale transformational projects in Ukraine, from industrial parks to educational centers.

 

UMEDA – Ukrainian Municipalities Economic Development Agency

It is a subsidiary of EoTU that operates directly in Ukraine. UMEDA is a key implementer of the EoTU program on the ground, providing:

  • support to communities;
  • organization of training and events;
  • connection to international partnerships;
  • presentation of community projects to investors.

 

Mayors’ Club Ukraine

A non-governmental organization that unites more than 675 mayors (increased from 26 in 2022). UMEDA exclusively manages the Club. Through this channel, the Economic Unions receive support from local leaders and have direct access to the current needs of local communities.

Today, UMEDA and EoTU coordinate the work of 30 Economic Unions, which cover:

216 communities
111,920+ square kilometers of territory
> 4.3 million residents
The main objectives of the program:
  • Formation of competitive regions.
  • Improving the efficiency of infrastructure projects.
  • Growth of the local economy.
  • Attracting investment and creating jobs.
  • Strengthening interregional cooperation.
  • Development of local project capacity.
Priority areas of work for each union:

Each union identifies at least 5 locations for the development of industrial parks to be managed by EoTU. It provides property inventory, investor engagement, and park development.

Objects for reconstruction for commercial or social use are separately allocated.

It is planned to create hotels, spas and other tourist facilities with the involvement of partners.

Creation of modern sports and education centers for youth and the community with the support of EoTU.

Identification of waste management needs. Implementation of projects in cooperation with Waste Ukraine Analytics.

 

Economic Unions of Ukraine are the foundation of the country’s economic recovery. They form a platform for interaction between communities, partners, investors and donors. It is not only about the economy – it is about trust, cooperation, and the future.
