Ukrainian communities have received a new tool for attracting foreign investment and accelerating economic growth – MEFP

The “Economy of Trust Ukraine” ecosystem (EOTU) has developed an exclusive Municipal Economic Feasibility Program (MEFP) designed specifically for members of the Mayors’ Club. Its main goal is to increase the investment attractiveness index of Ukrainian communities for foreign investors and to ensure the sustainable economic development of the entire country by enhancing the resource potential of each municipality.

📍The implementation of the MEFP was carried out to create a comprehensive mechanism for the economic growth of communities focused on building a modern market-oriented economy through international partnerships. One of its key advantages is that the process of attracting foreign investment becomes more transparent and structured: a clear community development strategy emerges, aligned with European policy and business ethics, EU rules and standards, and best innovative practices.

Overall, the MEFP consists of three stages:

  1. Identifying community opportunities – collecting information on the current state of municipal development in key areas (infrastructure, energy, education, natural resources, etc.), which serves as the basis for assessing local strengths. *EOTU provides communities with guidelines and digital tools for data collection, including Google Forms.
  2. Preparing the community to work with international governmental and financial institutions, strategic partners, and investors – developing and/or refining the community’s development vision, which determines the investment attraction strategy; identifying the potential of the community’s industrial base and its strongest sectors; preparing an investment and financial proposal; and optimizing the community’s brand.
  3. Selecting municipal, private, and public-private partnership projects – evaluating the efficiency and attractiveness of projects being prepared for implementation within the community.

The MEFP program also expands the range of opportunities for representatives of various business communities.

For Ukrainian businesses, the program provides an opportunity to:

  • Establish direct contact with local authorities to coordinate business operations with central government institutions.
  • Obtain tools for modernizing their business strategy, which effectively adapt to the changing legislative system.
  • Influence the economic development of Ukrainian communities by increasing their investment attractiveness (for example, through the implementation of socio-economic initiatives aimed at improving the standard of living of the local population).
  • Scale their business across Ukraine with the help of informational, human resource, and material support from communities, and as a result, enter international markets and build partnerships with foreign investors.
  • Promote their business as a socially responsible entity of commercial activity, aiming to contribute to the sustainable development of the country.

For foreign businesses, the program offers:

  • Access to information on promising and investment-attractive projects in communities at the stage of their initiation, when there is an opportunity to adjust the strategic plan in order to enhance the effectiveness of cooperation between all stakeholders.
  • Engagement in existing initiatives (unique methodological developments, modern innovative technologies, etc.) that are actively evolving both within the Ukrainian economic platform and internationally. There is also an option to develop individual projects tailored to specific business needs, aimed at fostering partnerships with local self-government entities.

All participants of the MEFP additionally receive several benefits from the Economy of Trust Ukraine and the Mayors’ Club:

  1. Discount on an anti-corruption course valued at 1,000€ (in UAH equivalent).
  2. Priority for community participation in all international trade missions organized by the Client and/or the Mayors’ Club.
  3. Access to a “deal flow” of financial institutions, strategic partners, and investors entering Ukraine.
  4. Priority in the selection of initiatives for municipal, private, and public-private partnership projects.
  5. Free access to guidance and methodological documents of the Economy of Trust Ukraine ecosystem: on practical aspects of organizing public-private partnerships, industrial parks, and project development aligned with EU requirements; on building an ecosystem to support startup development; bilingual templates of standard legal documents; on presenting the community’s investment opportunities and projects.
  6. Promotion within ongoing communication conducted by the Economy of Trust Ukraine through its weekly information bulletin: with domestic and international government institutions; with domestic and international grant providers; with domestic and international financial institutions; with domestic and international strategic partners and corporations; with domestic and international industry experts; with domestic and international investors of all formats and levels.
  7. Preferential rights to: rent a digital exhibition hall at the World Trade Center in Kyiv; rent a representative community office at the World Trade Center in Kyiv; obtain certificates and licenses for municipal officials, business owners and executives, and local specialists, confirming compliance with European Union rules and standards.
  8. Access to: services of the Commercial Department of the Economy of Trust Ukraine ecosystem; the global network of business development ambassadors of the Economy of Trust Ukraine ecosystem.
  9. Creation of a digital exhibition space on the Economy of Trust Ukraine platforms based on the information provided by the community, covering: the community itself; the industrial park (if available); community projects.
  10. Development of a twinning (partnership) proposal concept with foreign municipalities, taking into account the community’s development vision and potential cooperation projects.

🔵 At present, 154 municipalities have already joined the Municipal Economic Feasibility Program and have formed 25 economic alliances, which significantly increase the chances for Ukraine’s genuine economic revival.
