Highlights of the Mayors Club Expert Session on writing strategies, plans and programs for community recovery

On February 8, at 15:00, a regular expert session on “Sustainable development of communities: writing strategies, plans and programs for community recovery” was held.


Vitaliy Protsenko, Deputy Head of the Regional Development and Reconstruction Division of the Department of Strategic Planning and Regional Policy of the Ministry of Community Development, Territories and Infrastructure of Ukraine, highlighted the issues of strategies, plans for the restoration and development of territorial communities and programs for comprehensive community recovery – what exactly, when and how to develop?
Development of the State Strategy: One of the main topics of discussion was the development of a state strategy for regional development and recovery. The Government of Ukraine plans to focus on local development, recovery and investment projects aimed at supporting local communities.
Comprehensive Recovery Programs: An important part of the discussion was the comprehensive recovery program, which includes all the necessary analytics and data to fully restore infrastructure and develop the territories. It was noted that for communities with minor damage, action plans or projects may be more appropriate.

The Ministry of Infrastructure of Ukraine, together with government agencies, is actively discussing plans for the development and restoration of regional territories. In order to create a strategy for regional development and recovery, measures are being taken to address important aspects of the recovery and development of the territories.
The Government of Ukraine is paying great attention to the development of a financing plan for priority reforms and investments by the end of 2027. The main focus is on local development, recovery and investment projects, which is reflected in the basic documents at the local level.


Volodymyr Karpliuk, Chairman of the Irpin Investment Council, CEO of the construction company Vzvazhnykh LLC and co-owner of Molodist Investment Group, spoke about the example of Irpin as a restoration and modernization initiative that includes active participation of the public and international stakeholders to ensure legitimacy and recognition of documents.
Involving the community in modernization projects, creating innovative projects, and supporting the development of economic alliances are becoming key strategies in implementing a comprehensive recovery program.

Zoryana Tykhonchuk, Creative Director of the Ukrainian Cities Recovery Project at IRS (Innovations and Society Development), noted that active communication and information exchange between participants in regional recovery and development programs is important. In order to involve more participants in joint events and discuss important issues, the organizers provide the opportunity to participate both offline and online.
The initiative to hold seminars and trainings, supported by Swiss experts, is an additional opportunity for participants to gain the necessary knowledge and certificates for further development.


Thus, the improvement of community recovery and development programs in Ukraine is reflected in a wide range of activities and initiatives aimed at improving the efficiency and effectiveness of project implementation.
