ReBuild Ukraine 2025: A New Stage of International Cooperation for Ukrainian Communities

On November 13-14, 2025, the fifth international exhibition and conference ReBuild Ukraine 2025 took place in Warsaw, gathering over 6,000 participants, including government institutions, municipalities, investors, international financial organizations, and companies operating in construction, energy, logistics, and materials production for reconstruction. The main goal of the event was to attract international financing for the development of Ukrainian communities, support enterprises in Ukraine’s energy sector in restoring critical infrastructure damaged as a result of military aggression, and draw investments to cities and regions that currently host millions of internally displaced persons and offer attractive investment opportunities.

This year, the Mayors’ Club provided its members with the opportunity to negotiate with potential investors, receive consultations from international financial institutions, and participate in European support and development programs. To facilitate this, separate meetings were organized at the national stands of different countries with the participation of their organizers and representatives. All participants had the opportunity to present their communities, current projects, and needs, as well as learn about new funding programs.

The first day of the conference began at the Swiss stand, which showcased companies primarily operating in infrastructure. Communities were able to discuss the supply of necessary equipment, modernization of municipal machinery, and the implementation of advanced engineering solutions in the process of rebuilding urban infrastructure systems. The next meeting was with representatives from Spain, where the main focus was on the implementation of innovative technologies and opportunities for their application in Ukrainian communities.

Meetings at the Danish and Swedish stands proved to be extremely productive, with leading European logistics, architectural, and engineering companies present. Some of these countries’ representatives were already familiar to the communities, as they had participated in the REBIRTH OF UKRAINE trade mission to Denmark and Sweden at the end of November. Discussions identified prospects for modernizing Ukraine’s water infrastructure, implementing energy-efficient solutions, and launching renewable energy initiatives. Participants also met with representatives of the Danish Export and Investment Fund (EIFO) and the Swedish financial institution Swedfund, who presented available financial support programs for Ukrainian communities and opportunities to secure monetized aid for critical projects.

A similar communication format continued at the Finnish stand, where the delegation was welcomed by representatives of state and semi-state financial institutions, as well as industrial corporations. The discussions focused on financing municipal projects, energy systems, modernization of medical institutions, and designing social infrastructure.

The first day concluded with a reception at the Netherlands stand, where participants met with companies from the energy, port, logistics, construction, and investment sectors, as well as other firms already working with or planning to collaborate with Ukrainian communities.

The second day was no less eventful. At the French stand, communities were introduced to innovative approaches to transforming the industrial sector. At the Polish stand, programs for cross-border cooperation and modern innovative-investment approaches to local economic development were presented. The Czech and Austrian stands discussed practical issues of implementing modern infrastructure and engineering solutions, with particular attention to financial instruments for increasing resource capital.

Next, communities visited the stands of the United Kingdom and Scotland, where strategies for economic development and public space transformation were presented. The official program concluded at the United States stand, where opportunities to attract private investment and cooperate with businesses were discussed.

Participation of the Mayors’ Club of Ukraine in ReBuild Ukraine 2025 allowed communities not only to represent themselves internationally but also to establish direct contacts with potential partners and investors. These two days in Warsaw became an important step in preparing new projects that will help Ukrainian communities strengthen their economic potential and accelerate the country’s overall recovery process.
